Rule 1. It is used to refer to an action that was happening at a particular time in the past. For example,
- At 10:00 p.m., I was studying history.
Rule 2. It is used to indicate a longer action in the past was interrupted by a shorter action. For example,

We use the past continuous tense for the action that was in progress. We use the simple past tense for the shorter action.
